On July 24, the Symposium on the “15th Five-Year Plan” Strategic Research Project of the Macromanagement and Policy Discipline of the Department of Management Science, National Natural Science Foundation of China (NSFC) was held in Qingdao. The event was attended by Liu Zuoyi and Wu Gang, Deputy Directors of the Department of Management Science at NSFC; Wu Qiangming, Party Secretary of China University of Petroleum (East China); and Zhou Peng, Vice President of the University.

The symposium was organized by the project team of the University of Science and Technology of China and hosted by the School of Economics and Management (SEM) at China University of Petroleum (East China). With the theme “Energy and Environmental Policy and Sustainable Development under the Challenges of Digital Intelligence and Complex Governance,” the symposium brought together over 80 experts, project team members, and scholars from universities including Tsinghua University, Peking University, Shanghai Jiao Tong University, Beijing Institute of Technology, and Nanjing University. Discussions centered on the current status and future direction of the discipline during the “15th Five-Year Plan” period.
In his opening remarks, Liu Zuoyi emphasized the importance of strategic research for discipline development within NSFC. He noted that under the dual context of digital intelligence and complex governance, macromanagement and policy research faces both new opportunities and challenges. He called on experts to exchange ideas and contribute wisdom to advance the development of leading disciplines and the construction of original knowledge systems.

On behalf of the University, Wu Qiangming extended a warm welcome to the participants and introduced the distinctive strengths and achievements of China University of Petroleum (East China). He highlighted the University’s disciplinary layout and innovation practices in energy economics, management, and policy, stressing its commitment to building a high-level academic hub rooted in China’s energy practices and aligned with global research frontiers.

During the keynote session, Professor Wei Jiuzhang (University of Science and Technology of China), project leader of the strategic research, presented progress on the discipline’s strategic study, covering national needs, funding status, and sub-discipline development trends. Professor Yang Xiaoguang (China University of Petroleum, Beijing) delivered a report on the role of policy simulation, data governance, and other emerging cross-disciplinary fields in addressing governance challenges in the era of digital intelligence.
In the expert discussion session, participants exchanged views on innovative research paradigms driven by digital technologies, the construction of original knowledge systems for green and low-carbon transitions, and key scientific questions for the discipline. They also shared forward-looking recommendations on methodology innovation and optimization of disciplinary positioning.

In his concluding remarks, Professor Wei Jiuzhang thanked the experts for their valuable guidance, noting that their insights would be incorporated into a high-quality report. He also invited experts to participate in the drafting of the “15th Five-Year Plan” for the discipline, with the goal of jointly shaping a new blueprint for its future development.
